FORTALECER LA CONSULTA PREVIA EN ECONOMÍAS EXTRACTIVAS

¿Por qué y cómo se fortalecen las instituciones? En este artículo se ofrece una explicación sobre el fortalecimiento institucional basada en el estudio de las instituciones participativas. Combinando los hallazgos del institucionalismo histórico y la literatura sobre democracia participativa, se propone una teoría endógena de la participación y se argumenta que la fortaleza de las instituciones participativas depende del proceso histórico de su creación y la subsecuente incorporación de los grupos movilizados que la originaron. Se estudia comparativamente la consulta previa en Bolivia y en Ecuador desde su ratificación en los años noventa. Esta institución es altamente relevante en América Latina, particularmente en la medida en que los países de la región intensifican la ex-tracción de recursos no renovables. Se muestra que diferentes trayectorias de incorporación po-lítica de los grupos movilizados para la adopción de la institución explican la fortaleza institucional resultante. Los resultados iluminan las tensiones entre democracia participativa y la extracción de recursos en América Latina y tienen importantes implicancias para el estudio de las instituciones participativas y políticas en el mundo.
